A paper entitled ‘Three African Dialogues on Fiscal Policies and Contract Negotiation in the Extractive Industries’ was published on 16th March 2018. The paper has been researched and compiled by the CONNEX Support Unit, NEPAD and ISLP and reports and reflects on the experiences of senior government officials between 2015 and 2017 in Senegal, South Africa and Cameroon.
The dialogues referred to in the title were organized in response to an African Union call to action for capacity building for member states to design and implement tax policies and to negotiate complex contracts in the extractives industries. This work is essential to building an effective, transparent and harmonized tax and revenue collection system. Without which the total losses from tax avoidance, poorly designed tax regimes and other illicit financial flows exceed $50 billion annually.
The ISLP’s contribution to this work has been co-ordinated by ISLP UK Program Director James Reynolds who specializes in our Tax focus area. He has published a number of papers, which can be found on our website and continues to work on the Tax aspect of ISLP’s mission with a view to helping developing nations have fair and effective tax systems to generate the funds they need to finance development projects and provide public services. We wish to thank all of the ISLP expert volunteers who also contributed their expertise to the dialogues and the paper.
